Found this cute orange and white cat in the Portland Water Bureau parking lot. It was meowing a lot, but wouldn't let me approach. I went home to get a can of wet food and a handful of dry food to bring it. It ate and let me get a little closer, but not close enough to capture to bring it in to get checked for microchip.
