I found CiCi walking down N Hodge, dragging a leash in the Portsmouth neighborhood. There was nobody in sight and she didn't have tags. It was freezing so i brought her inside until we can find her people.
She is microchipped, but it is not updated with current owners. Apparently she was re-homed and the new owner never updated her chip.
